The Mexico-Guatemala border has become a geostrategic point of illicit flows of goods and people. This work attempts to understand it from the perspective of its inhabitants, including corn, clothing and coffee smugglers. The author details how border residents engage in and justify extralegal practices in the context of increased border security, restricted economic opportunities, and exclusionary trade policies. Rather than assume that extralegal activities necessarily threaten the state and the formal economy, this paper argues that security, neoliberal trade integration, and illegal practice are interdependent in complex ways; however, how they develop depends on negotiations between various border actors.
